ISO 27001 Certification Cost in the UAE: What You’ll Pay and Why

What ISO 27001 certification costs in the UAE: consultancy, audit days, tooling, remediation, surveillance and what drives the timeline.

ISO 27001 certification cost in the UAE is the sum of consultancy or internal project time, certification body audit days, tooling, remediation of gaps, and two surveillance audits before recertification in year three. The biggest variable is scope, because the number of people inside your ISMS largely sets how many audit days you pay for.

This article breaks down each cost line, explains how certification bodies calculate audit time, and explains why an accurate quote needs a gap assessment first. If you want a fixed scope and quote for your organisation, our ISO 27001 certification service in the UAE starts with a scoping call and a gap assessment.

Key facts

  • Audit time for ISO 27001 is set by ISO/IEC 27006-1:2024, not by IAF MD 5, which covers quality and environmental systems.
  • The main input to audit time is the number of people working within the ISMS scope, including contractors and freelancers in scope.
  • Surveillance audits are generally about one third of the initial audit time, and recertification about two thirds.
  • Remediation is the cost line that cannot be priced until a gap assessment has been done.
  • Timeline depends mainly on scope, existing controls, remediation and certification body availability.

What makes up the cost of ISO 27001 certification in the UAE?

Most budgets that go wrong do so because they only count the auditor’s invoice. The process itself, from gap assessment to Stage 2, is covered in our step-by-step guide to ISO 27001 certification in the UAE. Here we look only at where the money goes.

Cost componentWhat it coversWho you pay
Consultancy or project leadGap assessment, scope statement, risk assessment, Statement of Applicability, policies, internal audit, management review supportExternal consultant, or the salary time of an internal lead
Certification body auditsStage 1 (documentation and readiness) and Stage 2 (implementation) audits, then the certificateAn accredited certification body
ToolingISMS or GRC platform, document control, evidence collection, policy acceptance trackingSoftware vendor, often annual subscription
Internal effortProcess owners’ time for interviews, evidence, risk workshops, training and corrective actionsYour own staff cost
RemediationClosing technical and procedural gaps: MFA, logging, backups, supplier contracts, vulnerability management, awareness trainingInternal IT, vendors, managed service providers
Surveillance and recertificationAnnual surveillance audits in years two and three, then a recertification audit to start a new cycleThe same certification body

Consultancy

Consultancy cost depends on how much the consultant writes for you versus coaches your team to write. A fully done-for-you engagement costs more up front but tends to leave fewer people inside the business who understand the ISMS, which shows up later as surveillance findings. A coaching model costs less in fees and more in internal hours.

Tooling

You do not need a dedicated ISMS platform to certify. Many organisations run the ISMS from SharePoint, a ticketing system and a risk register. A platform earns its keep when you have many control owners, several frameworks to map, or a small team that needs automated evidence collection. Price it on a three-year basis, because it is a recurring cost.

Remediation

Remediation is the cost line nobody can quote before the gap assessment. Common UAE examples include enforcing MFA across all accounts, central logging with defined retention, tested backups, supplier security clauses and a vulnerability management process. If your gap assessment finds that you have never had an independent technical test, see our breakdown of penetration testing cost in the UAE before you budget that line.

How do certification bodies calculate ISO 27001 audit days?

Audit days are the most predictable part of the bill, because accredited certification bodies must follow ISO/IEC 27006-1. The 2024 edition moved the audit time tables to Annex C and the calculation methods to Annex D, and introduced the idea of an effective number of personnel for people performing identical activities. ANAB, the US accreditation body, states that all ISMS certification bodies must apply the 2024 edition to all clients no later than 31 March 2026 (ANAB transition notice for ISO/IEC 27006-1:2024).

The practical logic works like this:

  • Headcount in scope sets the starting point. People doing work under your control within the ISMS scope count, whether or not they are your employees.
  • Adjustments are limited. The certification body can modify the starting figure, but it must be able to show that the time it applied meets ISO/IEC 27006-1.
  • Multi-site scopes are distributed, not multiplied. Under the 2024 edition, time is calculated from the total number of people and then spread across sites according to their relevance and risk.
  • Remote auditing is allowed within limits. The 2024 edition removed the need for accreditation body approval when remote activities exceed 30% of planned on-site audit time.

For a sense of scale, an auditor from Schellman quoted by Pivot Point Security put an organisation of 10 people at about 6 audit days and one of 200 people at about 14 days, based on the ISO 27006 guidance (Pivot Point Security on ISO 27001 audit duration). Your certification body will confirm your exact figure in its proposal, and it should be able to show how it reached it.

What about IAF MD 5?

IAF MD 5 is the mandatory document for audit duration of quality (ISO 9001) and environmental (ISO 14001) management systems. If you run an integrated audit covering ISO 9001 and ISO 27001, ask the certification body to show how it calculated time for each standard.

Surveillance and recertification time

Certification runs on a three-year cycle. LBMC, a certification body, describes surveillance audits as generally one third of the initial certification audit time and recertification as generally two thirds (LBMC on ISO certification audit cycles). So if your initial audit is nine days, plan for roughly three days in each surveillance year and six days at recertification, unless your scope changes.

Why do we quote after a gap assessment instead of publishing a price list?

Two organisations with the same headcount can need very different amounts of work. One may already run Microsoft 365 with MFA, logging and documented access reviews; another may have no asset inventory or supplier contracts. A published price would either overcharge the first or leave the second with surprise change requests once the real gaps appear.

A gap assessment fixes that. It confirms the scope, counts the people in it, tests your existing controls against ISO 27001 and turns remediation into a costed list. With that in hand, the certification body can estimate audit days and the consultancy fee can be fixed. When you compare proposals from any provider, check what is included: the number of audit days, whether the internal audit is in or out, how many document revisions you get, and whether remediation support is covered.

Which factors push the cost up or down?

Cost driverPushes cost upKeeps cost down
ScopeWhole organisation, all sites, all productsA defined service, department or platform that customers actually ask about
Headcount in scopeLarge numbers of staff and contractors inside the boundaryClear boundary that excludes people with no access to in-scope information
Existing controlsNo asset inventory, no access reviews, no loggingMature Microsoft 365 or cloud controls already configured and documented
OutsourcingMany critical suppliers with no security termsSupplier contracts with security clauses and recent assurance reports
Documentation approachGeneric templates rewritten during the auditPolicies written once to match how the business works
Internal ownershipOne person carrying the whole ISMSNamed control owners with time allocated
Number of frameworksISO 27001, SOC 2 and sector rules handled separatelyOne control set mapped to several frameworks
Timeline pressureCertificate needed for a tender in weeksPlanned programme with time to run controls before Stage 2

If you also face a SOC 2 request from US customers, read our comparison of SOC 2 and ISO 27001 for UAE businesses before you scope. Mapping both to one control set is usually cheaper than running them separately.

How long does ISO 27001 take in the UAE?

Timeline drives cost because internal effort and consultancy days scale with the number of weeks the programme runs. There is no fixed duration; it depends on these drivers:

  • Scope and headcount. A single service or platform moves faster than a multi-site, whole-organisation scope.
  • Starting maturity. Documented policies, an asset inventory and working access control shorten the readiness phase considerably.
  • Internal capacity. Process owners with time set aside for risk workshops, evidence and training keep the programme on schedule.

Three further factors often stretch timelines:

  • Controls that need operating evidence before Stage 2, such as access reviews, internal audit and management review.
  • Certification body availability, particularly in the months when many UAE firms chase certificates for year-end tenders.
  • Remediation that depends on procurement or a vendor project, such as a new backup platform or SIEM.

What does a three-year ISO 27001 budget look like?

Plan the full certification cycle, not just year one. A realistic structure looks like this:

YearMain cost linesPlanning notes
Year 1Consultancy, tooling, remediation, Stage 1 and Stage 2 audits, awareness trainingThe heaviest year. Remediation is the line most likely to overrun.
Year 2First surveillance audit, tooling renewal, internal audit, management reviewSurveillance is roughly one third of initial audit time.
Year 3Second surveillance audit, tooling renewal, internal audit, preparation for recertificationUse this year to tidy evidence and update the risk assessment.
Start of next cycleRecertification auditRoughly two thirds of initial audit time, adjusted for scope changes.

Ongoing ownership matters as much as the audit fee. If you have no one to run the ISMS between audits, a part-time security lead can be cheaper than a full-time hire; our article on when to hire a virtual CISO in the UAE covers that decision.

How can you reduce ISO 27001 cost without weakening the ISMS?

  • Scope to what customers and regulators ask for. A tight, defensible scope lowers audit days and remediation, and you can extend it at a later surveillance audit.
  • Reuse what you already run. Microsoft 365, Entra ID and Defender configuration can supply evidence for many Annex A controls if it is documented.
  • Do the gap assessment first. It turns remediation from an unknown into a costed list.
  • Combine frameworks deliberately. Map ISO 27001 to UAE requirements such as the UAE IA Standard, DESC ISR or PDPL so evidence serves more than one purpose.
  • Build governance once. A shared risk register and policy set reduces duplicated work across audits; our GRC services in the UAE are built around that approach.
  • Book the certification body early. Last-minute dates cost more in pressure and rework than in fees.

Frequently Asked Questions

How much does ISO 27001 certification cost in the UAE?

There is no single price. The total combines consultancy or internal project time, certification body audit days, tooling, remediation and surveillance audits. Each depends on scope, headcount in scope and the maturity of your existing controls. That is why a gap assessment and an audit-day estimate from the certification body are the only reliable basis for a budget.

How are ISO 27001 audit days calculated?

Accredited certification bodies use ISO/IEC 27006-1:2024. The starting point is the number of people working within the ISMS scope, including contractors. The certification body may adjust that figure within limits and must be able to justify it. For multi-site scopes, time is calculated on total headcount and distributed across sites based on their relevance and risk.

How long does ISO 27001 take for a UAE SME?

It depends on scope, how many controls are already in place, how much remediation the gap assessment finds, and how quickly the certification body can schedule Stage 1 and Stage 2. Process owners with time allocated shorten it. Internal audit and management review also need to have taken place before Stage 2.

What are the ongoing costs after certification?

Expect a surveillance audit in each of the two years after certification, generally about one third of the initial audit time, then a recertification audit of roughly two thirds. Add tooling renewals, internal audits, awareness training and the time of whoever owns the ISMS. These recurring costs are often underestimated in first-year budgets.

Can we certify only part of the business to save money?

Yes. ISO 27001 lets you define the scope, such as one service, platform or department, provided the boundary is clear and justified. A narrower scope usually means fewer people in scope, fewer audit days and less remediation. Check first that the scope matches what your customers or regulators actually require, or the certificate may not satisfy them.
